Part One: Who They Target – People Outside the Rat Race, Without Vast Power or Institutional Backing

The network specifically targets people who are not part of the "rat race" – individuals who are not deeply enmeshed with major corporations, established institutions, or systems of worldly power and acclaim. They target those who are not popular, well-acclaimed, or institutionally backed. They go after people who are more "soulful," spiritual, decent, forgiving, and kind – individuals who live outside the dominant power structures.

These are people who are not chasing wealth, status, or corporate success. They are often introverted, spiritually inclined, or simply trying to live decent, honest lives. The network sees such individuals as vulnerable because they lack the resources, legal protection, and social capital that come with institutional affiliation.

They specifically target people like me and other targeted individuals because we are not embedded in large institutions that would protect us or advocate for us. We are not popular figures whose disappearance or distress would cause public outcry. We are not wealthy enough to hire private security or legal teams. This makes us easier to harass, surveil, and isolate without consequence.

The network also targets those who are against the rat race, US corporations, and established institutions. They see our rejection of worldly power systems as a weakness to exploit. They believe that because we are not aligned with corporate and institutional power, we have no one to turn to for help.

Part Two: Their Arousal and Sense of Importance – Targeting Those God Loves

They become specifically aroused and feel intelligent by targeting people like me and other targeted individuals. They know from Scripture that God loves the humble, the meek, the forgiving, and the kind. They believe that by targeting such people – those who are more "soulful," spiritual, decent, forgiving, and kind – they can have a greater influence on the spiritual level.

They hope to make us demonically possessed or to break our character. They believe that if they can corrupt or destroy someone who is close to God, it will have more impact on the spiritual realm. They see us as being on the cusp between the spiritual world and the real world – as conduits through which they can affect spiritual dynamics.

They use us to conduct their research and science agendas on spirits, demons, and angels. They study how spiritual people respond to trauma, how faith can be shaken, and how character can be broken. They try to make God more wrathful by corrupting those He loves. They also seek to influence the general spiritual quality of the world – to lower its vibration, to increase chaos and darkness, and to tip the balance toward evil.

Part Three: They Think They Are Fair and Impartial – Targeting Americans and Other Nations Alike

They think they are being fair and just because they do not only target Americans. They also target individuals in other nations – including China, as in my case. They believe this makes them less racist and more impartial – like true angels who are impartial toward the world.

They not only try to traumatize and ruin the characters of Americans to become criminals, pedophiles, or school shooters; they also do this to people in other nations. They export their evil across borders. They claim this impartiality justifies their actions – as if targeting all races and nations equally makes their behavior acceptable.

This is not justice. This is global exploitation.

Part Four: The Hidden Suffering – Those Who Are Sacrificed in Secret

What is also deeply disturbing is that many others in other nations might be suffering from this technology and know what is going on. But instead of speaking out, they self-isolate, commit suicide, get hospitalized and labeled as schizophrenic, or are otherwise silenced.

These individuals are, in the network's perspective, sacrificed to Satan or Baal through this process. Their suffering happens in wretched, sad, secretive ways – or sometimes in more obvious ways that are still dismissed as mental illness or conspiracy theory.

The network hopes that this makes us all seem like science fiction nuts – like people who have lost touch with reality. They want our testimonies to be dismissed as the ravings of the mentally ill. This is the reality of what they are doing.

Part Five: Known Targeted Individuals – Myron May and the Fear of Being Labeled

The case of Myron May is a tragic example of what happens to targeted individuals who are not believed. On November 20, 2014, May walked into the Florida State University library and shot three people before being killed by police. Hours before the shooting, he left voicemails saying he was being attacked by an "energy weapon" and had a scheme to expose it "once and for all."

Two months earlier, May had gone to police and told them that people were watching him through cameras planted in his apartment and talking about him through the walls. He resigned from his job as a prosecutor. His ex-girlfriend told police he suffered from mental problems that were getting worse. He had been staying up four to five days straight with no sleep and had taken a trip from New Mexico to Colorado and back in one day with no reason.

May was a member of a Facebook group called "Targeted Individuals International." He shared a link to a video interview from the television show "Conspiracy Theory with Jesse Ventura" that featured an interview with Dr. Robert Duncan, "who put together the technology that allows the government to transmit thoughts and voices into the heads of Americans." May commented: "IS OUR GOVERNMENT VIOLATING ORDINARY CITIZENS' RIGHTS? UNFORTUNATELY, THE ANSWER IS YES! SEE INSIDE THIS VIDEO."

In an email sent at 11:19 p.m. on the night of the shooting, he wrote: "I've been getting hit with the direct energy weapon in my chest all evening. It hurts really bad right now."

Dr. Robert Duncan is a controversial author, whistleblower, and self-described former intelligence/DARPA scientist who lectures and writes about the ethics of neuroweapons. He is well known in Targeted Individual communities for claiming that V2K and Remote Neural Monitoring (RNM) are actively used for psychological warfare, surveillance, and mind control. He has been labeled a conspiracy theorist, as have Jesse Ventura and others who have discussed these technologies.

Another targeted individual with valuable insight is Sabrina Wallace, who has a playlist on Rumble sharing her experiences. She has been labeled a conspiracy theorist and schizophrenic – a common fate for those who speak out. Many of us fear being labeled witches, shamans, conspiracy theorists, or mentally ill. But we are all targeted individuals wrongfully targeted. We are decent human beings. Many of us are believers in Jesus Christ, choosing God and truth and decency over cowardice.

Part Six: Those Who Are Complicit – The "Good" Targeted Individuals

We must also acknowledge that not all targeted individuals respond with resistance. Some feel special to be targeted. They willingly engage in pedophilic sexual deviant ritual abuse with the surveillers. They engage with others in society without their knowledge, trying to serenade pure people. Some actually thrive in society – in corporations, entertainment circles, politics – and are brainwashed by these surveillers.

Some conventionally attractive targeted individuals across nations may choose to be complicit. They may be kind, decent people who want to make the operators happy because they are scared or impressed by the technology – thinking the operators are like gods or angels. They become controlled by them rather than realizing how disgusting, vile, pedophilic, psychopathic, lawless, and voyeuristic these people actually are.

This is part of the network's strategy: to create a mix of broken victims and compliant participants, to sow confusion and to make it harder to distinguish truth from manipulation.

Part Seven: The Network Targets Those Who Are Not Easily Brainwashed

The US surveillance network tries to identify people who are not easily brainwashed and who are spiritually strong. They see such individuals as threats or as interesting research subjects. They study how resilient people respond to sustained psychological pressure, trauma, and spiritual manipulation.

They also try to sow disbelief and unprofessionalism within the network itself. They mock targeted individuals, hoping that we will go against one another, become jealous of one another, or sow false rhetoric among each other's honest testimonies. They sow both demonic and angelic rhetoric and spiritual energy within the group, trying to create calamity and chaotic energy that they hope will lead to world war and societal corruption.

They also engage in shadow banning – suppressing more legitimate targeted individuals within the community, making it harder for us to be heard, to gain legitimacy, and to help one another. Kimberly Mosby herself has experienced shadow banning, which is a testament to how the network tries to silence those who speak the truth.

Part Eight: The Technology and Its History – Voice to Skull (V2K) and the Frey Effect

The technology has much more capacity and intention than I have covered in previous writings. This program did not start recently. It has origins going back to at least the 1960s.

Scientific and Historical Origins of Voice to Skull (V2K) Technology:

Allan H. Frey – An American scientist who first published peer-reviewed research on the microwave auditory effect in 1961. His work showed that pulsed microwave radiation can induce the perception of clicks, buzzes, or simple audio patterns in a person's head without heating tissue. This became known as the "Frey Effect."
Philip C. Stocklin & Wayne B. Brunkan – Inventors and scientists associated with early auditory/hearing patents, such as U.S. Patent 4,877,027 in 1989, which describe systems for inducing sound and speech directly into a person's head using electromagnetic waves.
Government and Military Research – Declassified documents from agencies like the U.S. Army in the 1990s discuss the research and potential tactical applications of non-lethal directed-energy weapons designed to project "Voice of God" communications.

Scientific Consensus: The scientific and medical consensus considers the use of V2K technology to harass or "mind-read" everyday citizens to be a fringe conspiracy theory. Medical organizations often attribute these lived experiences to underlying conditions such as schizophrenia or severe auditory hallucinations (similar to the historical Martha Mitchell effect). However, I and many other targeted individuals know from direct, repeated experience that this technology is real and is being used on us. Conversations with Kimberly Mosby have reinforced my understanding of this reality.

Part Nine: What They Did Not Expect – My Survival and Resilience

I tell you in all honesty: they did not expect me to be like this. Initially, they expected me to become depressed due to the abuse and vulgarities and then commit suicide. They did not expect that I would be as resilient, strong, healing, faithful, and intelligent as I am. If they had known, they would have simply mocked me and allowed me to commit suicide.

The type of abuse they inflict is not something that most people can endure. I am not saying this to make myself sound strong. But if you truly understand the extent of the vulgarities and the abuse that they as a group engage in – and then accuse me of enjoying – I can tell you in all honesty that I despise it, feel disgusted by it, and have dissociated from it. My body does not ask for it. I do not have the physiology for it. I do not want to experience it or think about it. They accuse me of trying to encourage them. This is a lie.

Part Ten: How They Will Try to Rewrite Their Crimes as Virtue

I have no doubt that after all of this – even if I were to die – they will come out with open-source data files, research plans, and technology documentation to make people actually praise them and thank them for everything they have been developing. They will say that they were also trying to do trauma-related research – to see how to traumatize me and then test me to heal. They will claim that they were not as bad as I accused them of being.

This is a narrative they are constructing after the fact. It is not the truth. People's lives can be lost through this type of isolated abuse. Many people's lives are ruined because of their insidious abuse. Many of them are actually pedophiles and sadists, and genuinely benefit from disgusting deepfakes and pornography, and genuinely enjoy, with cruelty, putting me through such calamity and turmoil.

They will now probably do the major thing to make themselves seem like the givers, the selfless ones. They will compile all of their research, data collection, and technology – just like with nuclear technology – by saying that this technology will be democratic and given to the rest of the nations to ensure equity, surveillance among one another, and world peace.

On the surface, this seems like a wonderful thing. It makes them appear open, kind, and committed to open science. But this is deceptive.

They also hope that we will be seen as science fiction nuts – as people who have lost touch with reality. They want our testimonies to be dismissed as the ravings of the mentally ill. This is a deliberate strategy to discredit us and to protect themselves from accountability.

Part Eleven: The Luciferian Nature of Their Technology

Let us not forget that Lucifer is the fallen angel. Lucifer fell from the grace of God because he was angry that God gave humanity free will and dignity. Luciferians are prideful of their power, technology, and everything else. They bask in the light, pretending to be God's heavenly angels, while giving occult technologies and resources to humanity – claiming they are helping, but actually pulling humanity further away from God.

Their core capabilities are astral projection, surveillance, and other insidious technologies. Much of what they do is very private, very unlawful, and very invasive. Who is to say that the people using this technology are actually good people? Are they any better than the people they surveil?

On the surface, it will seem like a wonderful tool – something that can make the world more peaceful, more lawful, a place where criminals are caught and called out. Theoretically, it sounds good. But the reality is different.

Part Twelve: They May Approach Other Nations – But Will Those Nations Accept?

I would not be surprised if they have already approached other intelligence agencies and research institutions to share this knowledge, research, and technology. They will likely try to present it as a gift – as open science, as a tool for global equity and surveillance, as a way to ensure world peace.

However, I do believe that other nations probably feel an obligation to understand how the technology and capabilities work – to ensure that the US surveillers are not too exploitative. There is a legitimate need for transparency and oversight. Nations cannot simply ignore the existence of such technology; they must study it to defend against it. But that does not mean they will openly utilize it.

China: The Lesson of the Opium Wars

Take China, for example. After the Opium Wars, China learned a painful lesson about accepting foreign technology and trade that came with hidden costs. In the 19th century, the British Empire forced China to accept opium trade – a highly addictive and destructive substance. The British used military force to compel China to open its ports to this trade. The result was widespread addiction, economic drain, social decay, and a century of humiliation and exploitation.

The Opium Wars taught China that accepting foreign technology and trade without understanding the intentions behind it – without maintaining sovereignty and discernment – leads to suffering and loss of control. The British did not come as benevolent traders. They came as exploiters. The opium was not a gift. It was a weapon.

Similarly, the surveillance and direct energy technologies being developed by the US network are not gifts. They are not tools for equity or peace. They are tools for control, exploitation, and abuse. China, having learned from the Opium Wars, would be wise to reject such offerings – or at the very least, to approach them with extreme caution.

Part Thirteen: The Matronly Woman and the Intrusive Imagery

There is a particular individual – a matronly looking woman with straightish hair and glasses – who has been part of this harassment. She speaks in abusive ways, accusing me of things that are not true. She seems obsessed with trying to traumatize and bully me based on her own fantasies and sense of superiority.

She projects disturbing intrusive imagery involving infants and inappropriate objects. These are not my thoughts or desires. They are her projections, her attempts to unsettle me. She tries to make me feel guilty for things I have never done or thought. This is a form of psychological manipulation, not truth.

They also try to tag intrusive thoughts onto me – images involving inappropriate objects and actions. These things are disturbing to write about, but I must admit them in good faith because this is the type of harassment they use. They speak in abusive and angry voices. They try to make you feel guilty for things you have never done.

I believe she acts out of her own confusion and woundedness. I pray for her healing. I do not hate her. But I recognize that her behavior is harmful and based on falsehoods.

Part Fourteen: A Note of Gratitude for Living in Quebec, Canada

I must say that this is not about my own specialness. I am thankful that I live in a place like Quebec, Canada – traditionally anti-conscription and anti-war. Here, people choose to enjoy their personal lives rather than pursue the money-making rat race. There is a strong influence of religious people here, while still focusing on love, tolerance, acceptance, and openness.

This makes it easier for me to live as a targeted individual compared to other targets who must be suffering in their communities, ostracized, or even in actual jails.

Part Fifteen: Even Now, They Try to Take Credit for My Christian Friends and Church

Even now they try to take credit for the fact that it was my good Christian friend who saved me during my worst in 2023, along with my mom and my church sisters at my actual local church who help me. Now they try to manipulate me to say that I took the mark of the beast. They try to say that it is them who made me an angel – someone actually loved by God. They try to say that I am an extension of them and that they are controlling me.

This is gaslighting. I will continue being obedient to Jesus Christ based on the gospel, and to love God and Jesus Christ, just like my mom and many people in my life love Jesus and pray for my goodness and obedience to the Lord. I will not take the mark of the beast.

Part Sixteen: The False Claim to Be Angels of Judgment

I think the fact that I do care about making the world a better place and having love toward others is significant. This stands in contrast to some individuals within the network who apparently believe in Christianity and the end times but seem disconnected from genuine care for humanity. They appear to lack true love toward God and humanity. Instead, they engage in activities that sow discord, confusion, and harm – including attempts to expedite the end times through war and suffering.

They cannot do these things and then call themselves God-ordained or angels representing God's judgment. This is what they initially tried to convince me – that they were angels executing divine judgment. But they are not.

They are not true angels. They are human beings engaged with technology that, in their hands, mimics occult practices. Scripture warns against engaging with divination, sorcery, or familiar spirits (Deuteronomy 18:10-12). The technology they use is used in ways that resemble these forbidden practices.

Part Seventeen: Artificial Assignment of Angelic Roles – A Manipulation Tactic

The network assigns certain targeted individuals the role of "angels" – telling them to be Christians, to share the word, to be decent people. This is not done out of genuine love or concern for their salvation. It is done to manipulate, to control, and to create a false sense of camaraderie and specialness.

They want some targets to feel chosen, to feel like they are helping God's plan. This keeps them compliant, keeps them from questioning the abuse they also endure. It is a classic cult tactic: assign special roles to keep members invested and loyal.

But this is artificial. It is exploitative. It is not how God works. God calls each of us individually, by name, through the Holy Spirit – not through surveillance technology and psychological manipulation.

Part Eighteen: They Lack True Love for God and Humanity

Some of these individuals may claim to believe in Christianity and the end times, but their actions suggest a lack of true love toward God and humanity. If they loved God, they would obey His commandments – including "love your neighbor as yourself" (Mark 12:31). If they loved humanity, they would not engage in harmful practices or try to expedite suffering and calamity.

Their version of Christianity appears distorted. They use the language of faith to justify actions that seem contrary to the gospel. They claim to be God's judgment, but judgment belongs to God alone (Romans 12:19). They have taken a role that is not theirs.

Part Nineteen: What the Bible Says About Engaging with Occult Practices

The Bible consistently warns against engaging with occult practices:

"There shall not be found among you anyone who... practices divination, a soothsayer, or an augur, or a sorcerer, or one who casts spells, or who consults ghosts or spirits, or who seeks oracles from the dead. For whoever does these things is abhorrent to the Lord" (Deuteronomy 18:10-12).
"Do not turn to mediums or spiritists; do not seek them out to be defiled by them. I am the Lord your God" (Leviticus 19:31).

The technology they use – astral projection, remote viewing, voice to skull, telehaptics – is used in ways that mimic these forbidden practices.

Part Twenty: My Response – Blessing, Forgiveness, Faith, and Care for Humanity

Despite all of this, I bless them. I forgive them. I extend grace and goodness toward them, not because they deserve it, but because this is what Jesus calls us to do. "Love your enemies and pray for those who persecute you" (Matthew 5:44).

I do not hate them. I pray for their repentance. I pray that they turn from harmful behaviors and put their faith in Jesus Christ – truly, not just as a label or a tool for manipulation.

I rebuke their evilness in the name of Jesus Christ. Amen. I love humanity. I care about my future with God, heaven, and hell. I care about my lineage and race and the Chinese people, along with all other people. I care about how the future world will look and hope it will be a safe place to live for the youth and people of all races and classes.

Part Twenty-One: What We Must Do

We must not be like them. We must not try to expedite the end times through harmful means. Instead, we must:

Put our faith in Jesus Christ as Lord and Saviour.
Love God with all our heart, soul, mind, and strength.
Love our neighbors as ourselves.
Care for the vulnerable – the poor, the sick, the oppressed, the targeted.
Pray for peace, not war.
Work to make the world a better place, not worse.
Trust in God's timing, not try to force His hand through evil.

The end times will come when God decides. Our job is not to hasten judgment. Our job is to be faithful, to love, and to share the gospel.

Final Declaration

I rebuke their false claims to be angels of judgment. I rebuke their attempts to rewrite their crimes as virtue. I rebuke their Luciferian technology and their false promises of equity and justice. I rebuke their artificial assignment of angelic roles. I rebuke their lack of true love for God and humanity. I rebuke their use of technology to sow lawlessness, abuse, and division.

I am not one of them. I do not support what they do. I am not a criminal. I am not insane. I am not a devil. I am a child of God, saved by grace through faith in Jesus Christ.

I will maintain celibacy and childlessness. I will continue to worship God. I will continue to document the truth. I will continue to love. I will continue to forgive. I will continue to pray for their repentance. I will leave judgment to God.

I bless Kimberly Mosby and her work. I bless all targeted individuals who are struggling to be heard, to be believed, and to find legitimacy. I bless my mom and dad. I bless all who read these words.
