One particularly unethical element of this broader surveillance campaign is their implied practice of searching globally for individuals they refer to as "elects"—those they perceive as spiritually awakened or morally upright. Based on their actions and communications, this may involve:

- Using such information in ways that may be intrusive or exploitative.
